  It may be a side effect. You need to report this to your clinic as soon as possible. It may very well by nothing more than the anesthetic agents clearing his system, but you need to be sure.

  It may be his third eyelid.
  Depending on what type of anesthetic they used it can cause it to raise a bit.
  I would recheck the eyes in the morning if they are still not right call the vet. Many times they put lubrication in the pets eyes during anesthetic to keep them lubricated since they cannot blink or close their eyes till they wake up. It could be a mild irritation that will clear up on its own.
