Is it true that larvae remain in the soil after a dog that is infected with worms poops there?
I clean poop twice a day, but it seems my dogs still get worms after they have been treated by the vet.

Your dogs probably have fleas. Fleas carry the eggs of intestinal worms. Dogs eat the fleas, eggs hatch inside the dogs.
But yes, the microfillaria live quite a while in warm soil and children can get them that way also.
We treat our dogs once a month with a product called FrontLine.
